Winter Overflow Program

Service: When no alternative housing or emergency shelter is available between October 15 and April 15, both men and women experiencing homelessness may be referred to Faith Mission. Men should be referred to Faith Mission's men's shelter at 151 North Sixth Street. Women should be referred to Nancy's Place at 325 East Long Street (at 6th Street Faith Mission will ensure that a client needs assessment is done, and that shelter assistance is provided. As needed, Faith Mission will provide emergency overflow assistance to ensure client safety. In collaboration, the YMCA will provide housing stabilization beds at the YMCA at 40 West Long Street for clients pending final housing placement. As usual, families with children should be referred to the YWCA Family Center.

BREATHING ASSOCIATION - Energy Assistance, Summer Crisis HEAP
Service: Summer program provides electric bill assistance to income-eligible seniors 60 and older (or income-eligible younger adults with a medical condition verified by a medical doctor) from July through August while funds last. Limited air conditioning units or fans may be available to those with a medical doctor's prescription not more than 60 days old, but not to anyone who received a fan or air conditioner in 2006, 2007 or 2008. Examples of some accepted medical conditions include asthma, bronchitis, heart conditions and blood pressure problems Income must be at or below 175% of federal poverty level. Bring current electric and gas bills; picture ID and pay stubs/benefits letter for last 90 days for adults 18 and over in the household; and social security numbers for household members 2 and older. Some applicants also need to bring a doctor's prescription (see notes above No electric disconnect notice is needed. Program offers up to $175 for payment of electric bill. If $175 is not enough to keep service on, then a receipt is needed showing payment for the remaining amount has been made (for regulated services only If electric service has already been disconnected, a receipt is needed showing payment for the remaining amount and the $11.50 reconnection payment. Payment can also be verified with a phone call if there is no receipt. Service: Allows consumers who are current on their payments to use a payment plan that distributes the cost of winter heating bills more evenly throughout the year.
